In Pennsylvania, a Protection From Abuse (PFA) Order is a court order that provides legal protections for victims of domestic violence and, in some cases, their children. A PFA may remain in effect for up to three years for final orders. Individuals may file for a PFA on their own behalf or on behalf of their minor children. Depending on the circumstances, a PFA can prohibit an abuser from contacting, harassing, stalking, or abusing the victim, and may also include additional protections such as removal from a shared residence or the return of personal property. Violations of a PFA Order may result in criminal charges and arrest.

Electric bicycles (E-bikes) are legal in Pennsylvania if they meet the state definition of a “pedalcycle with electric assist.” To qualify, the E-bike must have operable pedals, a motor under 750 watts, a maximum motor-powered speed of 20 mph on level ground, and weigh less than 100 pounds. Operators must also be at least 16 years old. Qualifying E-bikes may generally be operated on public roadways under the same rules that apply to traditional bicycles.
Many electric scooters and electric dirt bikes, however, are classified under Pennsylvania law as motor-driven cycles. These vehicles are required to be titled, registered, inspected, and equipped in compliance with Pennsylvania Vehicle Code requirements. Because most do not meet those requirements, they are generally not legal for operation on public roads or sidewalks and may only be operated on private property with the property owner’s permission.
Under Township Ordinance No. 3-26, traditional gas-powered vehicles, motorcycles, minibikes, motor-driven cycles (including electric or gas-powered scooters), and similar electrically motorized devices such as onewheels remain prohibited in Township parks and parklets.
However, qualifying e-bikes are permitted in Township parks subject to the following restrictions:
- E-bikes may only be operated on paved (asphalt or concrete) pathways
- E-bikes are prohibited on grass, sports fields, open spaces, shelters, courts, playgrounds, and picnic areas
- Maximum speed on Township park pathways is 15 mph
- Operators must yield to pedestrians and provide an audible warning before passing
- Operators must be at least 16 years old
- Operators under 21 years of age must wear a helmet
- E-bikes may only be operated from dawn to dusk
- Riders must use a permanent seat and may not carry more passengers than the bicycle is designed to accommodate
Additionally, e-bike operators remain subject to all applicable provisions of the Pennsylvania Vehicle Code.
