Operation and Maintenance Plan
The EPA Consent Order Operation and Maintenance Plan is a program devised in response to a mandate by the Pennsylvania Department of Environmental Protection for the elimination of storm water infiltration and the repair and replacement of the aging sewer system. The DEP requires the adoption of Sanitary Sewer EPA Consent Order Plans.
Under the EPA Consent Order Plan, work is performed to reduce infiltration and inflow in the sanitary sewer system and to eliminate sanitary sewer overflows. Infiltration enters the system through cracked or crushed pipe, or in direct flow from streams and rivers. Sanitary sewer overflows occur when the system is overloaded and a sanitary sewer overflows through manhole lids or direct discharges.
Deficiencies in the sanitary sewer system are due to a number of factors including the age of the system, defective manholes, illegal storm water connections, excess storm water infiltration, and raw waste-water discharge.

- Dye Testing
- Manhole Inspections
- Internal Television Inspections
- Flow Monitoring
- Infiltration Isolation Testing
- Repair of Level Five Defects
