Animal Control

Upper St. Clair Township participates in a joint Animal Control program with Castle Shannon, Dormont, Greentree, Mt. Lebanon, Scott, and Whitehall.

Three Animal Control officers are on duty seven days per week, 6 a.m. to 9 p.m., and provide emergency service 24-hours per day.

Clair's Kennel, located at the rear of the Municipal Building, provides a temporary home for wandering pets. Residents can call the Police Department for Animal Control Service to report animals running at large, to enforce nuisance animal regulations, and to report injured or killed animals.

Returning pets to their proper owner and finding homes for unclaimed animals are priorities for Animal Control officers.

Township Animal Control Code

Chapter 41 of the Township Code deals with animals. It addresses animals running at large, defines public nuisance animals, restrictions on farm animals, and the functions of the animal control officers. Chapter 41 of the Township Code is available at:

Pet  Licenses:

There are two licenses required for dogs: Allegheny County and Upper St. Clair.

Pennsylvania law requires owners to obtain dog licenses by January 1 of each year.
Violations can result in fines up to $300 per day. To be in compliance with this law, dog owners must obtain the Allegheny County License by January 1 of each year.

The Upper St. Clair license, which should be obtained by January 15 of each year, is a "Pet License." Chapter 41 of the Township Code defines a pet as "any dog, cat or other domesticated animal kept for pleasure rather than utility."

There is no charge for the Upper St. Clair license but proof of rabies vaccination is required.
