CAPITAL IMPROVEMENT PROJECTS

Abbeyville Road

The Abbeyville Road Connector project was completed in time for the 2005 Holiday Season. This project connects Washington Road to North Highland Road along the former Chi Chi's site. The long awaited project should alleviate some traffic congestion during the holidays. There were also some upgrades to North Highland Road as a part of the construction.



Boyce Mayview Park

Active Area and Fields Development Phase I

A contract was awarded to John Zottola Landscaping on May 1, 2006 for the construction of the Boyce Mayview Active Area and Fields Development Phase I project within the active area of the park, accessed from Mayview Road. The project incorporates two multi-purpose football/soccer fields and a regulation sized baseball field and regulation sized softball/little league field. Also included are bleachers, dugouts, restrooms, fencing, and stormwater management facilities, just to name a few. It is anticipated that the fields will be ready to seed by October of 2006 and ready for the 2008 recreation season, due to the maturing time of the grass. Additionally, the Township was awarded a grant for $150,000 from the Department of Conservation and Natural Resources (DCNR) for this project.

Boyce Mayview Interior Trails

Currently the Township, along with the help of the Ad Hoc Interior Trails Committee, is working on a trail system throughout the entire Boyce Mayview Park. These trails will lead to many different areas of the park such as the wetlands, recreational areas or Boyce School.

Boyce Mayview Perimeter Trail

In accordance with the Boyce Mayview Park Master Plan and the direction provided by the Board of Commissioners, the Township staff has been working on the layout, design, and funding acquisition. To date the Township has obtained $530,341 in grant funding to proceed with construction of the initial phases of the Perimeter Trail. PENNDOT has recently reviewed and granted approval to proceed with the project and it is expected this will be bid in the Fall of 2006 with construction beginning Spring 2007. This first phase of the Trail will run along the perimeter of Boyce Mayview Park, linking the Morton Fields Complex and Baker School to the Environmental Education Center and the fields currently under construction within the active recreation area of the Park. Boyce Mayview Field Kitchen Construction

The former field kitchen was used by Mayview State Hospital when the farm was in operation a number of years ago. The Township's Public Works Department has repaired the building to create a picnic pavilion. If you would like information on renting the pavilion, please contact the Department of Parks and Recreation.



Cook School Road Realignment

The second and final phase of the Cook School Road Realignment project has been completed. This project was intended to straighten out Cook School Road and decrease the number of accidents on that stretch of the road. The sidewalk along that phase has yet to be constructed.



New Fire Station

Nello Construction was awarded the contract for the construction of the Township of Upper St. Clair Fire Station. The construction started in October 2004 with the completion of the project and grand opening in October of 2005. The new Fire Station was constructed directly across Route 19 from Orr Road and the Gilfillan Farm. The architecture has followed suit with the rest of the buildings within the Route 19 corridor, including the Upper St. Clair High School, Westminster Church and the Sunrise Assisted Living that was just built in 2005 as well. Sanitary Sewer Replacement and Reconstruction Project

The Township executed an Administrative Consent Order with Alcosan that will help to correct problems in municipal sewer systems before they reach Alcosan's treatment facility.
