                                    TOWNSHIP OF UPPER ST. CLAIR 


Sealed and separate Bids will be received by the Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241, Allegheny County, Pennsylvania until 9:00 A.M., Tuesday, January 21, 2020, and the Bids will be publicly opened and read thereafter in the Lower Level Training Room in the Township Building at the same address for the following:


                               TOWNSHIP OF UPPER ST. CLAIR



This project involves the installation of: approximately 0.34 mile of a 10’ wide bituminous trail, approximately 570 linear feet of retaining wall, storm sewer installation, installation of guide rail, line striping, relocation of existing signage, and chain-link fencing.This trail will tie into the existing Perimeter Trail at the intersection of Morton Road and Rostron Drive.The trail will follow along Morton Road to the intersection of Morton Road and Manor Drive.


This project will include, but is not limited to, excavation, clearing and grading, removal and offsite disposal of excess materials, import of suitable fill materials, backfill materials, installation of new trail with base material as specified, line striping, signage, retaining wall, guide rail, fencing, utility coordination, restoration of all disturbed areas, including bituminous drive aisles and yard restoration, and all labor tools, materials, equipment and appurtenances required to complete the installation of the bituminous pavement trail per the construction drawings, details and specifications.All work will be completed within the Township of Upper St. Clair, PA15241.


Bids from pre-qualified contractors must be sealed and addressed to Matthew R. Serakowski, Township Manager, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241 and must indicate on the outside of the envelope, “ASPHALT PERIMETER TRAIL PROJECT”, before 9:00 A.M. prevailing time, January 21, 2020, and the same will be publicly opened and read at that time.


In accordance with Chapter 25 of the Township Code, all bidders must be pre-qualified by calling Debbi Yelich @ 412.831.9000 x 217.The deadline for pre-qualification is Tuesday, January 14, 2020 by 3:30 P.M.


Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Bids and Agreement are available at The Gateway Engineers, Inc. 100 McMorris Road, Pittsburgh, PA 15205 for $75 each.An additional charge of $10.00 is required for any specifications which are mailed to proposed bidders.Please call The Gateway Engineers, Inc. at 412.921.4030 to schedule pickup of the specifications.


There will be a pre-bid meeting at 9:00 AM on December 10, 2019 in the Township Office in the Commissioners’ Meeting Room, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241.


Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workers’ Compensation, must be filed with the executed Agreement.


Bids to receive consideration must be accompanied by a Certified Check or Bidder’s Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Township of Upper St. Clair in an amount equal to ten percent (10%) of the total amount of the Bid as a guarantee that, if the Bid is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.Contracts are subject to prevailing wage requirements.


The Township reserves the right to reject any or all bids and to waive any technicality or formality therein.All Bidders must be pre-qualified by the Township of Upper St. Clair prior to receiving a copy of the project specifications.


If more time is necessary for the ascertainment of the lowest responsible bidder, the Township reserves the right to award the contract at a later date, but not exceeding sixty (60) days from the date bids were submitted, and such date will be publicly announced immediately after the bids are opened.
