                                     OFFICIAL BID NOTICE                                         TOWNSHIP OF UPPER ST. CLAIR 

Sealed and Separate Bids will be received by the Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241 until 9:00 A.M. prevailing time on Tuesday, April 11, 2017 for:

BRUSH RUN PUMP STATION AND FORCE MAIN UPGRADES

CONTRACT A – FORCE MAIN UPGRADES

Base Bid

This project involves the installation of approximately 3,800 L.F. of dual 16” sanitary sewer force main including, all associated work, restoration, traffic control, utility coordination and resident notifications.

All Bids must be in the hands of Matthew R. Serakowski, Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241, before 9:00 A.M., local time, on Tuesday, April 11, 2017, and the same will be publicly opened and read immediately thereafter.Bids shall be delivered in a sealed envelope and clearly marked on the outside with the words, "BRUSH RUN PUMP STATION AND FORCE MAIN UPGRADES – CONTRACT A".

CONTRACT B – PUMP STATION UPGRADES

Base Bid

This project involves the installation of a force main sewer actuator vault, including valves, piping, and associated mechanical work, restoration, utility coordination and notifications.

Add Alternate Bid

This project involves the removal and replacement of three existing sanitary sewer pump station pumps and all associated internal mechanical and piping work.

All Bids must be in the hands of Matthew R. Serakowski, Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241, before 9:00 A.M., local time, on Tuesday, April 11, 2017, and the same will be publicly opened and read immediately thereafter.Bids shall be delivered in a sealed envelope and clearly marked on the outside with the words, "BRUSH RUN PUMP STATION AND FORCE MAIN UPGRADES – CONTRACT B".

Bids will only be accepted by bidders that are pre-qualified by the Township of Upper St. Clair.Bidders that are not pre-qualified to date in the Township of Upper St. Clair should contact George Kostelich, Director of Public Works, at 412.831.9000 Ext. 217 for the requirements.All pre-qualification materials must be in the hands of George Kostelich, Director of Public Works, Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241, by 4:00 P.M. on Tuesday, March 14, 2017. All bidders that submit pre-qualification packages to the Township for review will be alerted of their status following submittal of their pre-qualification packet. Bids will only be accepted from bidders that are pre-qualified in the Township of Upper St. Clair.

There will be a mandatory pre-bid meeting for both Contracts on Tuesday, March 21, 2017 at 9:00 A.M. in the Township Office’s Training Room, located near the Library main entrance of the building, 1820 McLaughlin Run Road, Upper St. Clair, PA.Contractors MUST attend in order for their Bid to be considered responsive.

Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engin­eers, Inc., 100 McMorris Road, Pittsburgh, PA 15205, where sets of said documents may be obtained, starting Tuesday, February 28, 2017, upon payment of fifty ($50.00) dollars.No refund or exchange will be made for the return of any documents.A ten ($10.00) dollar mailing fee will be charged for any documents delivered by U.S. mail.

Pennsylvania Prevailing Wages shall be paid on this contract.

Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workers’ Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.

Bids to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Township of Upper St. Clair, in an amount equal to ten percent (10%) of the total amount of the Bid as a guarantee that, if the Bid is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.

The Bids must be made to the Township of Upper St. Clair, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days.No Bidder may withdraw their Bid during the sixty (60) day period without forfeiting their Bid guarantee.

The Township reserves the right to reject any or all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
