USC Assistant Manager Wins Prestigious Award

The Township of Upper St. Clair’s Assistant Manager Mark Mansfield is the 2019 recipient of the Excellence in Local Government Joseph A. James Memorial Award.

This award is annually presented by the Southwestern Pennsylvania Commission (SPC) to a municipal government elected or appointed official for a lifetime of exemplary governance or management; improving professionalism in municipal government; making a significant contribution to municipal government services; providing an outstanding service or facility; innovation, or outstanding leadership in a local government cause.

Following in the footsteps of past Township Manager, Douglas A. Watkins, Mr. Mansfield is now the second Township of Upper St. Clair official to receive this prestigious award reflecting decades of strong municipal leadership and governance within our community.  

On July 29, the SPC Board awarded Mr. Mansfield in downtown Pittsburgh. Later that evening at the Upper St. Clair Board of Commissioners meeting, the Commissioners also recognized Mr. Mansfield for the impressive accomplishment.

Mr. Mansfield has professionally served Upper St. Clair for 31 years, supporting the
Township and the Board of Commissioners. He led the development of a highly respected human resources program within the Township that serves as a model for other municipalities across the Commonwealth. In addition, Mr. Mansfield was instrumental in helping develop the Community & Recreation Center that has also become a model for other municipalities across the Commonwealth, as well as supporting and directing the several operating departments within the Township.

Mr. Mansfield’s professional involvement and leadership has contributed to a thriving and vibrant Upper St. Clair. He volunteers for the Local Government Academy, currently serving as the Chairman of the Board of Directors, and he has led the Western Pennsylvania Municipal Managers Association, playing a big part in enhancing communication between the western Pennsylvania municipal managers and other municipal managers across the Commonwealth.

Mr. Mansfield’s commitment to professional municipal management, with the support of the Board of Commissioners and Township Manager Matthew R. Serakowski, has helped Upper St. Clair to be recognized as one of the most well managed and respected local government organizations in the Commonwealth.

Mr. Mansfield holds a Master of Public Administration from the Graduate School of Public & International Affairs at the University of Pittsburgh, and a Bachelor of Science in Business Administration from Indiana University of Pennsylvania.
