Trash and Recycling Information

 

The Township of Upper St. Clair has contracted the services of Waste Management of PA (800.866.4460) for the collection and processing of residential trash, recyclable materials, and yard waste/leaf material. (Adopted pursuant to Chapter 68 of the Upper St. Clair Township Code).

Trash collection is weekly on either Wednesday or Thursday . Recycling will follow every other week schedule also on either Wednesday or Thursday (Refer to Calendar). Yard waste/leaf material collection will be on Saturdays.

General Information

  • Residential trash, recycling, and yard waste/leaf material is to be placed within five (5) feet of the curb line by 6:00 a.m. on your scheduled day. Trash will be picked up any time after 6:00 a.m. There is no scheduled time for collection. All trash must be located in the same area.
  • Trash may be placed out the night before (after 6:00 p.m. or after 5:00 p.m. during winter months).
  • The contractor is not responsible to return for trash that has been set out late. Legitimate trash misses will generally be picked up the following day after notification has been made to the Township or Waste Management of PA.
  • Residents are responsible to remove empty containers no later than 12:00 midnight on the day of collection.
  • For sanitary purposes, all trash should be bagged whether or not it is placed in a trash can.
  • Trash receptacles shall be no larger than 33-gallon capacity and contents shall weigh no more than 50 pounds.
  • Residents are responsible for cleanup of trash disturbed or scattered by weather, animals or other causes not specifically created by the contractor.

All bagged, boxed, bundled, etc. trash must be a manageable weight that one person can safely lift.

Waste baskets, bushel baskets, tubs, boxes, and other baskets will be at the curb at the risk of the homeowner. Caution children about leaving toys, bicycles, wagons, etc. at or near curb on collection day so they are not mistakenly removed.

Residential Trash Collection

The contractor is not responsible for the collection of any item
outlined in this brochure that is not properly prepared for pickup.

The contractor is required to provide weekly curbside collection of the following:

  • Residential Household Trash
  • Household Appliances such as washers, dryers, stoves, microwaves, televisions, hot water tanks, refrigerators, freezers, air conditioners, dehumidifiers (freon must be professionally removed from appliance and tagged, if applicable. Refrigerators and freezers must be emptied of any food or liquids, older style locking or latching doors should be removed)
  • Compactable Furniture such as sofas, chairs, tables, beds, mattresses, box springs
  • Carpeting and Padding cut in 3-4 foot lengths, rolled and securely tied
  • Dried or Empty Cans of Paint (place newspaper, sand or kitty litter in can to absorb and dry out any wet paint; set cans out for collection with lids off) Cans of wet paint will not be picked up.
  • Bagged grass clippings (bags should only be filled half way due to weight of material)

Lumber/Wood/Pallets
Marble
Motor Oil
Paneling
Pavement
Plaster
Propane Tanks
Railroad Ties
Sand
Sheds
Sod/Edging
Stone
Syringes
Tires
Wet Paint

Tires and car batteries must be returned to tire dealers or automotive centers for recycling. A small charge is normally required. There is no curbside collection for these items.

Used motor oil or antifreeze may be dropped off at various Oil Change Centers for recycling. There is no curbside collection for these items.

There is no curbside collection for household hazardous waste.

Residential Recycling Collection

Recycling collection is on alternate Wednesdays or Thursdays. Refer to the Street Listing directory or to the complete Trash & Recycling Brochure (PDF) to determine your street designation.

The weeks are highlighted on the Township's Web Calendar or the Township's Trash & Recycling Brochure (PDF) as either Recycling Week A or Recycling Week B.

The contractor is required to provide bi-weekly (edither Wednesdays or Thursdays) curbside collection of the following:

  • Aluminum, Bi-metal, and Steel Food Cans
  • Clear, Green, and Brown Glass Containers
  • #1, #2, #3, #4, #5, #6, #7 Plastics
  • Newspapers
  • New! In addition to the above items the following recyclables will now be collected curbside:
    Advertising Inserts
    Cardboard Boxes
    Catalogs
    Computer Paper
    Coupons/Receipts
    Envelopes
    Junk Mail
    Magazines
    Paperback Books
    Paper Bags
    Phone Books
    White Office Paper

Recycling material should be rinsed and free of foreign materials. Plastic or metal containers can be crushed to save space. Cardboard boxes should be flattened.

Recycling materials can be co-mingled in recycling containers. Excess may be placed in paper bags or in additional container that has been marked with a Township recycling sticker. Recycling stickers may be picked up at the Township Building.

Only the above listed items are accepted for recycling by the township.

Each household has been provided with one 32-gallon recycling bin to be used for glass, plastics and food cans or newsprint. Households still possessing the previously issued plastic recycling crates may continue to use them for excess recyclables or for newsprint. Additional bins are available at the Public Works Department (1751 McLaughlin Run Road) for $13.00. Checks only - made payable to The Township of Upper St. Clair. Recycling bins are to remain with the property when sold.

Residential Yard Waste/ Leaf Material Collection

Yard waste/leaf material collection will occur on Saturdays (once in the Spring and six times in the Fall). Refer to the Web Calendar or the Trash & Recycling Brochure (PDF) for each year's dates.

Pennsylvania's Recycling Act 101 restricts the placement of "yard waste/leaf material" in landfills. To comply with the act, the Township contracts for separate collection of leaves, plants, garden residue, chipped shrubbery, tree trimmings, and grass clippings, six (6) times in the fall and once in the spring on Saturdays.

During the separate yard waste/leaf material collection, material must be placed in compostable paper bags only. Limbs and branches are to be bundled and are not to exceed 3 inches in diameter and 48 inches long. The contractor is not responsible for the cleanup of yard waste/leaf material disturbed or scattered by weather, animals or other causes.

Holiday Week Collection

Collection and disposal of trash will be delayed due to the following holidays unless the holiday falls on a weekend:

New Year's Day
Memorial Day
Independence Day
Labor Day
Thanksgiving Day
Christmas Day

Trash collection will take place one day later than normal during a holiday week. If the holiday occurs on a weekend, no schedule change is made. Refer to the Township's Web Calendar or the Township's Trash & Recycling Brochure (PDF) for the holiday schedule.

Severe Weather / Winter Storms

During inclement weather conditions, it may be necessary to delay or cancel trash collection. Refer to Cable 7 or the Township's Website (www.twpusc.org) for details.
